My thought is that when God created us, He gave us free will, and thus although He knows what we will do (sin, repent, forgiven, sin again ad infinitum), and yet His love for us is what keeps Him to care about us. When we eventually do something that is just so bad, that&#39;s when the regret came, and that is not His mistake. It was our action. I too often wonder about these stories of what is going on. The more you read, the more you have questions on what is God trying to convey to us. And then, in my helpful little footnotes, it&#39;s written that though Moses&#39; offense is not clearly understood in the text, it appears to involve Moses&#39; action as a sign of a lack of trust in God, as though he believed that a word alone would not suffice, and that God&#39;s holiness was offended by Moses&#39; rash action, for he had not shown proper deference to God&#39;s presence.
